
Ministry of Health disputes Dr Amin Adam’s claims on completed Agenda 111 hospitals
The Ministry of Health has rejected claims by former Finance Minister Dr Mohammed Amin Adam that three hospitals under the Agenda 111 project were completed, equipped, and commissioned before the previous government left office.
Speaking at a press conference organised by the New Patriotic Party (NPP) on Monday, Dr Amin Adam stated that the Akufo-Addo administration had successfully completed and inaugurated the Trede, Kokoben, and Ahanta hospitals.
He also claimed that a funding source of $1.3 billion had been secured to complete all remaining Agenda 111 hospital projects.
Ministry challenges claim on completed hospitals

Responding to Dr Amin Adam’s remarks, the Ministry of Health stated that while progress had been made on the hospitals, they were not fully completed or ready for use.
In a statement issued on Tuesday, the Ministry explained that an inspection conducted on March 3, 2025, at Trede in the Atwima Kwanwoma Municipality and Kokoben in the Oforikrom Municipality in the Ashanti Region revealed that the hospitals still lacked critical medical equipment.
These included medical gas systems, imaging machines, mortuary equipment, ophthalmology and dental facilities, and laboratory tools.
“The claim that these hospitals were completed and equipped before commissioning is misleading,” the statement, signed by Isaac Ofei Baah, Head of the Public Relations Unit, said.
No Agenda 111 hospital fully operational yet
The Ministry clarified that while the previous government had spent $400 million on the initiative, none of the 111 hospitals under construction are currently operational. It noted that the estimated cost to complete the project now stands at $1.589 billion.
Although the Trede, Kokoben, and Ahanta hospitals were commissioned under former President Nana Akufo-Addo, the Ministry indicated that the overall completion rate stands at 95%, and the hospitals have yet to be handed over to the Ghana Health Service for use.
Additionally, no medical equipment has been installed, and some laboratory facilities are still under construction.
The Ministry estimated that an additional $8.03 million would be required to make the three facilities functional.
Government working to complete project
The Ministry assured the public that efforts are underway to complete and operationalise all Agenda 111 hospitals.
It urged Ghanaians to be patient as the government continues to work towards improving healthcare infrastructure.
The Agenda 111 initiative was introduced under the Akufo-Addo administration to construct 111 district and specialised hospitals across Ghana to expand healthcare access.
