
2025 Budget: Government expands GETFund allocation, injects GH¢3.5bn into free SHS
The government has allocated GH¢3.5 billion to fund the Free Senior High School (Free SHS) programme, with a major policy shift that removes the cap on the Ghana Education Trust Fund (GETFund) to allow for more resources.
Announcing the allocation during the presentation of the 2025 Budget Statement, Dr Cassiel Ato Forson said the move was aimed at addressing funding gaps in the Free SHS policy and improving infrastructure in secondary schools.
“To ensure sustainable financing for education, the government is removing the cap on GETFund, allowing more funds to flow directly into the education sector,” Dr Forson stated.
Since its introduction, the Free SHS policy has faced challenges with inadequate infrastructure, overcrowding, and delays in fund disbursement. The removal of the GETFund cap is expected to free up additional resources for:

• Expanding classrooms and dormitory facilities in overcrowded schools.
• Procuring teaching and learning materials for students.
• Enhancing teacher recruitment and training to improve education quality.
Dr Forson reaffirmed the government’s commitment to Free SHS, stressing that the funding adjustment would strengthen the programme’s implementation.
“The programme has increased access to secondary education for thousands of students, and this funding will ensure that no Ghanaian child is left behind,” he told Parliament.
The GH¢3.5 billion allocation is also expected to address long-standing infrastructure deficits in many senior high schools across the country.
Dr Forson acknowledged concerns about overcrowding and inadequate facilities, stating that part of the allocation would go towards constructing additional school blocks and dormitories.
“The government recognises the infrastructure challenges and is committed to expanding facilities in heavily populated schools,” he assured lawmakers.
